Objective of the assignment
The following objectives are central to this request:
1. To establish a form of collaboration in which religious, philosophical, social, youth and women’s organisations are structurally involved in the implementation of The Hague plan against Muslim discrimination;
2. To develop and organise, in collaboration with PEP, a structured set-up of network meetings in which progress, signals and joint actions are discussed;
3. To structurally collect, interpret and provide feedback on signals and experiences from The Hague’s Muslim community;
4. To involve Muslim women’s organisations in The Hague’s approach to street intimidation, with specific attention to Muslim women.
Assignment description
The Contractor is responsible for the design, implementation and further development of the participation process within The Hague plan against Muslim discrimination in 2026 and acts as a link between the municipality, social partners and The Hague’s Muslim community. The role focuses on promoting structural involvement, strengthening networks and translating signals into concrete action perspectives.
The assignment includes, among other things:
• Organising and facilitating participatory meetings with residents (including young people and women), religious and social organisations;
• Maintaining and strengthening existing networks and involving new partners;
• Translating signals, concerns and ideas from the city into concrete action perspectives and tools for the parties involved;
• Providing clear and transparent feedback to participants about the processing of their input;
• Contributing to the monitoring and evaluation of participation within the plan.
Main tasks
• In close consultation with PEP, develop a programme for 2026;
• Develop and safeguard a form of cooperation (for example in the form of an advisory council, network structure or other appropriate structure);
• Putting street intimidation of Muslim women on the agenda and integrating it within The Hague’s broader approach to street intimidation;
• If there is sufficient support in the city: preparing and organising a Hague Pact against Muslim discrimination, to be launched on 21 September 2026.
Expected actions
• An additional action or intervention, in collaboration with (Muslim) women’s organizations, within The Hague’s approach to street intimidation;
• An annual calendar of network meetings focused on progress communication, knowledge sharing and signaling and their organization;
• The organization of a city meeting on September 21, 2026 to launch a Hague Pact against Muslim discrimination (if there is sufficient interest).

Method and collaboration
• The project leader operates in close collaboration with the official client (Inclusive Living Together team) and relevant municipal departments;
• There are biweekly consultations with the official client about progress;
• The project leader works intensively with PEP in the development and implementation of the network structure;
• Involvement, ownership and participation of The Hague’s Muslim community and social partners are central;
• The client advises, facilitates and adjusts where necessary. The project leader is responsible for the execution of the assignment.
